Ballarat City Council may pull out of library group

BALLARAT City Council is considering pulling out of the library corporation that services the city.

A confidential report inadvertently posted on the council's website on Monday has recommended the council withdraw from the Central Highlands Regional Library Corporation from June 30 next year.

But the council says the recommendation, if adopted, would not threaten library services in Ballarat or the jobs of library staff.

The corporation was formed in 1997 with six member councils: Ararat, Ballarat, Central Goldfields, Hepburn, Moorabool and Pyrenees.

Southern Grampians joined in July 2006.

The report said a 2009 strategic review of the library found that branches were under-staffed, the corporation was under-funded and its model unsustainable.

The report said the library's collection of more than 285,000 books, DVDs and other titles was steadily decreasing in size.

In August 2009, 1536 items were added to the collection, but 2463 items were withdrawn.

The library lagged behind state averages in a number of measures, including the turnover of its collection and the number of items per head of population.

At present, Ballarat City Council provides more than half the corporation's annual budget, but has one vote on the corporation board, the same as other councils.

The report outlines possible options for the running of library services in the region, including one in which a single council, probably Ballarat, would provide library services that other councils could purchase.

Ballarat City Council chief executive officer Anthony Schinck said the council was required by the corporation's constitution to give 12 months' notice if it wanted to withdraw.

But he said this did not mean library services or jobs in the region would be threatened.

"We don't want to get the region worried that there's not going to be any library services into the future, or cause any unnecessary angst to staff ... ahead of any decisions that will be made down the track."

He said the council wanted to find the best model for the delivery of library services.

The corporation operates branches at Ballarat, Sebastopol and Wendouree. There are also sites at Ararat, Bacchus Marsh and Hamilton, as well as a mobile library service.

The Council simply just does not understand our community! The library especially at Ballarat provides more than just loaning out books! Why doesn't the Council check out the patronage and what really takes places within an important community environment.

Either way, if this was a leak from the council for a community discussion then I am of the belief as a financial contributor to this city ie ratepayer. Services for community should be sustained and improved not just testing the waters......

Having one vote is the democratic system Does our Council wish to forego this process?The Libary site would fit in well with the plans for Civic Hall.Knock it down as well & build a multi-level carpark.

Spend more money on the library and less on the current level of crap that council wastes. Talkfests, consultancies, councillor travel junkets, tearing down the civic centre etc, etc,

Complete and utter coincidence that the Ballarat Library sits on the same block as the Civic Hall. Surely.

As a ratepayer and user of library services and other council services it's time for Council to wake up to a few financial realities. The reality is that library services have become increasingly expensive. And ratepayers are loathe to wear the burden of rising costs particularly for discretionary, non-essential services that only a portion of the community uses. Users of services need to start paying some of the costs. Not 100% of the cost but at least a significant portion. That will help make these non-essential services more viable and sustainable in the near and longer term. Maybe the Council can deliver a better, more cost effective service than the one provided currently by the Library Corporation. I applaud them for at least weighing up the pros and cons. And I encourage Council to adopt a policy of covering at least a portion of the costs with a user-pays approach. Take this growing burden off the backs of ratepayers.

I have always seen the Library as an equaliser of opportunities service provided by the community to benefit all the community, the 'haves' and the 'have nots', a place where all can go and have a sense of inclusion and belonging, as well as the opportunity to access community, reading, electronic and historical information. I would like to see any development on the Civic hall site enhance the library not isolate it. It is capable of change and is toovaluable to lose as a community stabiliser.

Perhaps the State Government can throw a few bucks the library's way as part of its masterplan to populate the provinces.

Why don't a few of you commenters actually read and comprehend the article? The council is considering withdrawing from the bigger group and simply running its own library brances within the council boundaries. It is not talking about reducing library services within Ballarat. If anything this will be better for Ballarat as we won't subsidise other libraries at Ballarat's expense.
