Ballarat councillors call for audit of Eureka Pool tender

BALLARAT City Council has had an independent auditor review its Eureka Pool tender process.

AFS and Associates was asked to carry out the audit on December 7, only days after the tender was awarded to the YMCA instead of the McKenzie family, sparking a public outcry.

AFS and Associates is a Bendigo-based firm of chartered accountants, with specialists in the auditing field.

The audit was requested by the audit advisory committee councillors Judy Verlin, Noel Perry and Craig Fletcher.

The tender decision was made by the council’s special contracts committee, which also includes councillors Verlin and Perry, along with Councillor Ben Taylor.

Committee chair Cr Perry said while he was disappointed the tender was not decided on until late November, the competitive tendering process had to be followed and there would be savings over the next three years under YMCA management.

He also said the correct tender procedure had been followed.

City chief executive officer Anthony Schinck said all the councillors wanted to make sure the process was correct.

“They were very aware of the public sensitivity,” Mr Schinck said. “They wanted to use an independent audit process to validate the tender process.”

He said “gateways” were built into the audit system to ensure it was all done by the book.

“There are a rigorous range of steps that we have to follow. We simply can’t get procurement wrong.”

Mr Schinck said the council acknowledged that the transfer of the pool to the YMCA after nearly 40 years of family management had produced an “emotive” community response.

“But we can’t compromise our standards. You can’t have good governance but then just ignore it when it doesn’t suit you.”

Pity they aren't auditting the BCC books as well!!!!!Perhaps the so called savings could be spent on dredging the whole of Lake Wendoiuree.That would be a saving, it would save the Lake. Sound like another tender process gone wrong ,shades of the swap meet?

I hope the City of Ballarat takes into consideration more than just cost when deciding on tenders.

Some tenders may be the cheapest but you get what you pay for!!!

Getting something cheaper is not always a good thing!! I certainly hope cost was not the final determination in awarding this contract.

Will those savings still be realised when the council forks out the cash to by the water slide. Also has the operation of this been included in the YMCA contract, or will that be tacked on when and if BCC buys it. Will there still be savings when this happens.

If the YMCA offered the best service all round during the tender then so be it, however there seems to be some very big questions hanging over this and more seem to keep popping up.

So let's look at this latest grab by Council to substantiate their poor decision procedures. The tender decision was made by the council’s special contracts committee, councillors Verlin, Perry and Taylor and the audit was requested by the council’s audit advisory committee councillors Verlin, Perry and Fletcher. Did Verlin and Perry declare a conflict of interest, by sitting on both relevant committees and if so to whom did they declare it to. One would have thought that those two would have stood down from the audt advisory committee just for this particular problem.

I recently went to the Eureka Pool and was disappointed in the lack of care from the new management. The lawns not watered, (dry and brittle), the pool was full of leaves and band aids. Not like last year.

@Matt...What are these questions you speak of? Looking to seeing so so many names on the ballot papers come October, or do you prefer the cheap seats you sit in?
