Ballarat liquor accord looks at no shots rule outside CBD

SHOT bans and lockouts could soon extend to pubs and clubs outside of Ballarat’s central business district under a plan being discussed by Ballarat police and licensed venues.Police are working with the Australian Hotel Association and others on integrating dozens of Ballarat’s outlying hotels into a secondary tier of the current Ballarat Liquor Accord. Police Inspector Bruce Thomas said discussions were still in the early stages, but the goal was to include other licensed premises in the responsible service of alcohol initiative.“We’re gauging it at the moment ... a secondary liquor accord,” Inspector Thomas said. “At the moment it’s only the CBD late night entertainment venues (but) we’re looking at hotels outside of the CBD.”Australian Hotels Association Ballarat division president Ian Larkin said a secondary liquor accord would be discussed at the group’s next meeting within the month.“I’ve pushed for hotels outside our entertainment precinct to get involved (in the accord) for a while now,” Mr Larkin said.“We don’t want them dealing with the problems we’ve got rid of in the CBD.”Mr Larkin said he was confident about 40 AHA-affiliated hotels would join a secondary tier of the Ballarat Liquor Accord, but stressed the rules for the new additions should be close to that of the current accord.“I don’t think it will be very different for outlying hotels,” he said.“You might have to tinker with some things because a lot of them only have licenses for 1am, but our accord has worked very well, so the other hotels would want the same rules.”The current Ballarat Liquor Accord includes more than a dozen licensees in the central Ballarat entertainment precinct. It includes a shot ban after 1am and a 2.30am lockout.Mr Larkin said the current accord had worked well and said if outlying hotels also join, it could make things difficult for trouble-makers.
