Call for state body to provide wind farm policy

MOORABOOL Shire Council wants the Municipal Association of Victoria to provide specific guidelines for a national wind farm policy.

The council says it is facing the prospect of numerous wind farms in its area and it wants an overall policy developed to help during the approval process and for community advice.

The Federal Government is in the draft stages of developing national wind energy guidelines.

At Moorabool council's meeting last week, it was recommended a motion be sent to the MAV for consideration at its meeting next month.

The motion calls on the Federal Government to expedite a national policy with guidelines including:

* Fixed minimum setbacks of 2km from homes for noise considerations;

* Regular compliance testing of noise standards;

* Mandatory shutdown of wind turbines failing noise compliance;

* Exacerbation of existing health conditions of those currently living in an area impacted by a wind farm.

* The social impact of wind farms on small communities and compensatory measure to be applied; and

* Establishing a national register of compliance issues and noise complaints.

Moorabool Shire Council Mayor Michael Tudball said based on council investigations, research and discussions with wind farm opponents and proponents, these aspects were not part of the planning scheme.

He said councillor Tom Sullivan would attend the MAV state council meeting and he was confident the motion would be passed.

The MAV can then forward the motion to the government on behalf of Victoria's 79 councils.

"I believe it's an issue affecting councils right across the state, most Central Highlands councils are impacted (by wind farms)," Cr Tudball said.

Well done Moorabool Shire. Why doesn't the corrupt State Government follow suit and protect the people it was elected to represent? Oh no, they'd rather give tax payers money to fund the wind industry that isn't viable without huge subsidy.
