Civic Hall to be demolished

IT WAS an important moment for Ballarat City Council last night, as it voted to demolish Civic Hall and redevelop it.

In supporting the push, Cr Des Hudson said the demolition of Civic Hall would be the "dawning of a new era".

He said that after eight years on council, Civic Hall had long been an issue.

"But it no longer meets the community needs, it's dysfunctional and has outlived its time."

"We are at the crossroads here before us ... we need to build something our children can be proud of."

Cr Craig Fletcher said council was at a fork in the road and needed to make a decision.

"Council would comprehensively develop the Civic Hall site to become a landmark development in the CBD," he said.

"We need a new approach, where other applications have not succeeded."

Cr Fletcher was adamant the process would include full community consultation.

"We can develop this site as a quality building, which clearly articulates our city, with our stance on heritage and we are also open for business."

Under council's proposal, the new facilities to be built on the site would accommodate council's administrative staff, commercial tenants and car parking.

The planning process, master plan and initial design is expected to be finished by the end of the year.

In presenting the proposal to council, City of Ballarat growth and development director Jeff Pulford said that over recent months there had been a substantial amount of work done on the future of Civic Hall.

He said redeveloping the site would create construction jobs and would put the site at the centre of civic activity in the middle of Ballarat.

"It's a very exciting opportunity for opening up the heart of Ballarat," Mr Pulford said.

Cr Samantha McIntosh amended the recommendations to ensure the future development complied with council's current policies and guidelines.

Very good council...well done! Now the real work starts. I remind you again to think very carefully about the look of the buildings to replace the Civic Hall. Spend a bit of extra cash and make it beautiful...and it doesn't have to reflect the post modernism of the mirror building either. A faux Heritage facade perhaps? Something that will still look good in a hundred years?Oh yeah...and please put the information centre there....that's why they're called centres. They are always found in the centre of towns all over Australia...so people who don't live here and tourists can find it easily. C'mon, c'mon...do the right thing...you've made one good decision, now following it up with a bunch of others...you could start a trend you know!

Civic Hall, finally, its going, going, but (its) still here!!! tick, tick, tick.. Next, Why not convert the whole area from Mair to Dana Street into a Modern Shopping Precinct (like Highpoint or BayCity). Now the council needs to modify its CBD Strategy, and have Sturt St Boulevard through Bridge Mall. http://www.ballarat.vic.gov.au/me dia/349050/ballarat%20cbd%20strat egy%20may%202010.pdf Then more Ballarat people will shop in Ballarat than travelling to Melbourne or Geelong, as we do.. They do plan to do this in part, with plans of multi story carparks, why muck around (like always!!) with this area. Sturt St could be on the Ground Floor with (proper!) Bus Stops too with car access to the carparks from Grenville, Mair, Peel, & Dana Streets. This was done with the Coles/Woolworths & carpark area, it can be done again.. Now what to do with Bakery Hill!!! & Civic Hall Site, Umm where do we start.. tick, tick, tick, we are wasting time.

"we need to build something our children can be proud of." Thats probably what was said when the proposal to build the civic hall was proposed all those years ago. And let's not forget Mayor Judy Verlin's view.....""It has to have a viable future and it has to make sure it's not a noose around a future council's neck." It looks like the council's neck will now be very comfortable, reclining back in their new office chairs looking over the city. I'm so happy for them.

Its just a shame you cant retreive all those hundreds of thousands of rate payers dollars for all those feasability studies done over the past few years.

So Mary, are you hanging onto the memories of community dances or something?, because the civic hall is a completely useless eyesore in the centre of our town. I agree that most of the time our council doesnt know which way is up, but at least in this instance they have recognised which way is forward. Cant wait for it to be gone. It is ugly, dysfunctional and is of little historical value to the city. Bring on the wrecking ball!!!

The Civic Hall site has been a problem for so long its time to create a better use for it. However it should be used for the greater community use, an area that the citizens of Greater Ballarat can be proud of, and have use of. To put a council office and car parking on it only does two things. One it just allows the council to expand (and increase the costs to the ratepayers who will obviously receive no additional benefits or increases to services etc), and two robs the public of access and use of the site, unless you need to go to the council offices. Just think of the shambles of having two council administrative areas, not knowing which office you need to go to?
