Council will rebuild faith after Civic Hall saga: Taylor

COUNCILLORS have pledged to co-operate with City of Ballarat officers following a heated debate over financial reports on the Civic Hall site redevelopment this week.

At Wednesday’s ordinary meeting of council, Cr Ben Taylor said he had lost faith in some council officers over the abandoned $40 million project but yesterday he pledged to work “in good faith” for the remainder of the term.

He said a report on the $1.8 million expenditure on the project showed money had been wasted.

“Going forward it will have to be about communication and demonstration of actions for council to have a strategic direction, and for us to have faith in the officers acting in a prudent, responsible and accountable way,” he said.

“I have felt more frustrated than vindicated but will do whatever is best for the city.”

Cr Taylor said he had voted for the project’s planning permit application in June 2010, but not in August last year after the plans were revealed.

He said there was no need for key appointments, including that of chief executive officer Anthony Schinck, to be reviewed outside existing performance measures.

The report for the period from May to December 2011 detailed expenses paid for architects, a technical advisory panel, tender evaluations and advertising.

Cr Samantha McIntosh — who also voted against the Civic Hall redevelopment in August 2011 — welcomed the information contained in the reports and said it should lead to better decision making processes.

“We can now deal with these concerns and move forward, and we will have to face (future plans for the site) head on, using what the community have told us in our favour,” she said.

Of course there is faith in the capacity of council officers and managers to give rate payers value for money. Just look at our parks, gardens, roads, paths and other infrastructure all around Ballarat. We are so glad council is moving forward after spending 1.8 million $$ on the Civic Centre plan. Keep up the good work with our rates. We appreciate it in a genuine fashion.

Seems to be a power struggle going on.

The problem for councillors is that YOU will be the ones voted out , not the string pullers.

As Mr Schinck is the administrative head of Council officers, I believe his tenure should be up for grabs too, via nominations and self declarations , the same as the Mayor has to.

Council could then look at performance/qualifications/vision as key selection criteria.

The last year in Ballarat Local Government has been a total loss and waste of tenure.

"Sound more like the BCC supremos have put the Councilors back in their boxes!"

Oh why do they call them officers, their just employees aren't they?

Councilors have the final say on all expenditure don't they?

Maybe they should calculate salaries on performance and outcomes.

Call an early election!!

Ben and Samantha have asked the tough questions all through this process. It appears to me that the process progressed due to a few bully councillors. Well done Ben and Sam for being the only ones who listened to the people. The survey proved that you were right.

Verlin and Fletcher apparently represented the many in favour of the project but I'm not sure they spoke to anyone outside the Phoenix Bldg lunch room!

Good to see the local lib branch at work here in the comments column pumping up Ben and Sam. Fact . Ben voted for the project to proceed and has jumped off the wagon when the manure hit the fan. Maybe he will make a good pollie?

So Cr Taylor declares from the safety of a council meeting that he has no faith in the officers, then when questioned by The Courier says he will work with them. If you really have lost faith (and it wasn't just grand-standing) grow some balls and call for a few heads on platters.

So Cr Taylor has flipped flopped again.

Remember he "hates "pokies but has now voted every time to approve new pokies.

Remember he voted for the Civic Hall project starting with a vote in 2008, but at Wednesday's council meeting he had no faith in the officers.

Now he says he will work with them. Has this aspiring Liberal party politician got any backbone!

This is the problem with politics in local government. Liberal Cr Ben Taylor has ambitions beyond council - we all know that. But this cheep politics to raise his profile and pretend that he didn't support the Civic Hall demolition is not the way to get into state parliament. Is's bad for our city and people see through it.
