The kindest thing one can say about most incumbent councillors is that they were naive and easily led. They appear not to have noticed what was going on under their noses. Not good enough. It's their job to know what is going on. They should have the good grace not to stand again. A fresh start is needed to clean up the mess.

It is sad this has happened and yes a new broom may be needed, but the two councillors just added Messrs Phillips and Fletcher cannot be tarred with the same brush as those who have been incumbent during the period in question. They deserve a chance to bring a new face and agenda to council and fix what is obviously a regretable period in Ballarat's history.
