Moorabool council rejects Ballan puppy farm

MOORABOOL Shire Council has refused a planning permit for the construction of a puppy farm in Ballan.

The application was lodged in November last year by a Melbourne puppy breeder who hoped to keep 15 dogs and 85 breeding bitches at the property.

Council had received 1300 submissions against the development of the proposed farm, which was to be on the Geelong-Ballan Road.

The issue was resolved at last night's ordinary council meeting, with five speakers objecting to the application.

It had been recommended that the planning permit be refused due to failure of the applicant to provide a waste management plan, failure to provide noise abatement plans and potential negative impact on the ecology of the area.

The community had also voiced concerns regarding the physical and mental welfare of the breeding bitches.

RSPCA Victoria CEO Maria Mercurio said she was relieved that the recommendation had carried.

"We acknowledge that puppy farms might be legal, but because they're legal doesn't mean they're ethical," she said.

"The community has no idea about the source of the puppies they buy from pet shops or the conditions they are kept in. If they did, they would think twice before buying."

Last night the applicant asked for the item to be deferred due to amendments to their plan, but council refused. They can appeal the decision at the Victorian Civil and Administrative Tribunal.

That is a great decision by the council.......People if you want a dog go to the lost dogs home or other establishments just like it and save them...give them a home.

The RSPCA is campaigning to close puppy factories. The council did everyone a favour by refusing to let another one open.

It's great to see common sense prevailing & congrats to all who objected as well as the councillors. With RSPCA's current campaign highlighting the massive problems with puppy farms & educating people about why not to buy animals from pet shops, this decision could not have gone any other way. It is completely irresponsible & absolute madness for any puppy farm to be approved. We need to save animals already on death row These 'farmers' need to earn an honest living. Get into organic gardening or something!! But leave the dogs alone. There is no place for these places in this country, or indeed any country. They are just unneccessary & cruel.

great news now lets out law puppy farms. if people what a dog they should go to a local shelter and get one and give it a home.

great decision by Moorabool council! So many dogs that need homes, we dont need more puppies!! I hope other councils follow suit!!!

A move in the right direction..Lets hope the councils will oneday understand the most important reasons for no puppy farms.. That our people in Australia say NO to animal cruelty and over breeding for the sake of now and a better future....

Great to see a council responding to community concerns. In the event that the applicant addresses waste, noise and ecological threats, will council approve the permit? I sincerely hope not.
