BALLARAT City Council has some homework to do on its plans for the Central Highlands Regional Library Corporation.
Last week, the council resolved at a behind-closed-doors vote to withdraw from the library corporation from June next year.
The council also wants to take over the administrative function of the library corporation, but has pledged to work with other members on collective solutions for the region.
The library corporation board met to discuss the Ballarat council's proposals at a special meeting yesterday morning.
But the council will develop an in-depth analysis of the model, at its own cost, which is expected to be presented at the next meeting of the board, to be held on August 23 in Hamilton.
Among the issues to be resolved is how the corporation would be unwound if such a model went ahead.
The library corporation owns a 25 per cent stake in its Doveton Street headquarters and 8 per cent share of the adjoining car park.
Ararat Rural City councillor John Cunningham said library services would be unaffected in the short term.
"One of the things we did this morning is we passed a library plan, for the next four years, that guarantees the provision of services for the next 12 months. There will be no diminution of service," Cr Cunningham said
And while the meeting was generally described as amicable, some members expressed surprise the council had not provided more details of its plans.
Moorabool Shire Cr Pat Griffin said Ballarat council had come to the board meeting without having done the work needed.
Both the Moorabool and Hepburn Shire councils will draw up reports on their library options, including the possibility of looking at joining other corporations.
Ballarat City Cr Mark Harris said the council wanted the best for library services in all council areas.
