Plans are yet to be lodged, says council

OPINIONS differ on the progress of Ballarat's planned super health clinic.

While Primary Health Care owner Edmund Bateman says plans for the clinic were lodged with Ballarat City Council three to four weeks ago, a council spokesman says no formal plans have been received.

"Plans are at the council and have been for a month," Dr Bateman said.

He said architects, Tim Shellshear and Associates had lodged the plans for the building at 14 Albert St, Ballarat.

"Their (the architects') impression is council is for it," Dr Bateman said.

But City of Ballarat spokeswoman Robbie Cullenward said plans had not been received.

"We had preliminary discussions, but have not received a formal planning application at this stage."

Dr Bateman said an $8 million clinic was planned for the site, which would provide a range of bulk-billing health services.

Including general practitioners and allied health staff, the centre would open 7am to 10pm daily.

But the proposal has not met with universal celebration.

Dr Bateman said a number of doctors in Ballarat had expressed concerns over the centre.

"There's the usual receptive and non-receptive vested interests.

"Those who are (currently) very happy don't want to see new people arrive.

"They've got it pretty easy as it is."

Ballarat Division of General Practice chairman Mark Churcher said the division acknowledged some local doctors had concerns over the clinic.

However, the division was bound by the terms of its Commonwealth funding to offer support to Primary Health Care.

"If Primary Health Care was in town we would be supportive, as we would of anyone providing general practice services," Dr Churcher said.

"But I am aware a lot of doctors have expressed they are not in favour of that model of general practice."

Dr Bateman said he was hopeful of establishing a Ballarat clinic.
