Shire asks: who's in charge of wind farm?

PYRENEES Shire Council wants a written confirmation from the State Government that it is not responsible for the Waubra wind farm.

Residents have complained to council about noise from the wind farm, and if council was responsible it would be its job to ensure the permit conditions were being complied with.

Council chief executive officer Stephen Cornish said that at a meeting with the Department of Planning and Community Development it was said council was responsible for the wind farm.

But Mr Cornish said during the panel process, the department indicated Planning Minister Justin Madden would be responsible, which was the case with other wind farms.

Council wrote to the department on July 31 seeking confirmation.

"We've had no response to that letter and on that basis, we believe the minister is responsible," Mr Cornish said.

"Until we get something in writing, that's the approach we're taking."

Mr Cornish said it would be unfair for the department to revert responsibility to the shire because council had little input into the permit development.

"The unfair nature of it is in the number of panel hearings where the department said the minister was responsible ... which questions the credibility of the panel hearing," he said.

He said Waubra was in a unique situation and it would be a nightmare to administer the whole wind farm.

Pyrenees Shire issued a planning permit for 100 turbines, and the City of Ballarat issued a permit for the remaining 28.

"We have neither the technical skills nor the financial resources to take on the responsibility," Mr Cornish said.

"There is also the liability of us being responsible for the wind farm for the next 25 years."

A spokesman for the department said it had received council's letter and would be replying directly to council.

Another wind farm stuff up, this whole scenario is so poorly planned that the government dont want to take resposibility for something they promote and passed through planning. Pyrenees shire should not have to impose more costs on ratepayers to administer a complaints hotline and investigate the causes. In the planning panel report it is very clear that the state government are responsible for doing this, what are they scared of now? Everybody knows how much noise the turbines make, I really wonder how many people will live there within a year, its an absolute disaster. Time to act now Mr Brumby and Madden

Never hear about good old tuki turbines? The landholders there must really have their bum out of their pants!

Just who is in charge? this really makes a mockery of the planning panel thats set up by the Brumby govt. If the body that approved the wind farm. ie state govt appointed panel says that the planning minister is responsible, then why is he not taking responsibility? This also begs the question of why the EPA are not allowed to investigate windfarm noise complaints, like they do with other industry. Something fishy is going on here.

How can a multimillion dollar industry like this be basically unregulated? If the government want wind farms then surely there should be rules and regulations that are enforcable. I used to think there was a lot of talk about nothing with windfarms but it seems that its all coming home to roost now, with no regulations, noise that is affecting peoples health and no reduction in emmisions from coal like we were told would happen. If it wasnt costing the taxpayer so much you'd just have a laugh and all the wind people would go out of business, but when its publicly funded its ever worse

Looks like wind turbines are on the nose, except with broke farmers! The community surrounding Ballarat is well aware that wind turbines are useless. Get real, get solar!

Where's Catherine King on this issue and the noise problems at Waubra? Oh yes, in hiding as per usual. Joe "No Helper" is another polly that also can't be found. People have woken up to this scam Labor Party and it will no doubt cost you votes.

Where's the dills from Tuki and their turbines? Poor Steve Buckle now drives a taxi in Coburg. What a shame a company like that has gone broken.

Arno, you keep telling lies in regard to wind turbines noise. Have you been to Waubra for a listen? If you didn't hear anything prehaps you need to go and get your ears checked? No-one respects those who lie to push an agenda. Everybody who has visited the Waubra Wind Farm would be aware of the noise. In fact, I know farmers who have turbines on their land who call them their "jet engines" and I don't think they're too impressed with the noise after they were told by Mr Buckle and Shapiro that there would be none. If you're going to make a comment at least make one that everyone else won't laugh at!
