Duty forecaster at the Bureau of Meteorology Stuart Coombs said people should avoid exposing themselves to the elements where possible.
''I'm advising people to avoid being out and about today,'' he said.
''Through the day we will be seeing northerly winds and there is the potential for tree branches to come down
and things of that nature.''
Weatherzone meteorologist Brett Dutschke said today
could be the worst day of the week.
''The windiest period will generally be from Wednesday morning through Wednesday evening as a trough slings past.''
Ballarat is expected to reach a maximum of nine degrees today and rain is also forecast, said Mr Coombs.
''Ballarat itself could expect maybe 5mm or so, it will be
fairly light rain on and off for today,'' he said.
But he said the chance of snow over the next couple of is very low.
''Mt Macedon could possibly see some snow, but even Mt Buninyong is very unlikely. Once the colder air arrives we could see some hail though.''
