Emergency services crews had to cut two passengers from a Toyota Corolla after the accident at the intersection of Barkly and Bradshaw Streets around 12.15pm.
A spokesperson for Ambulance Victoria said crews treated a 40-year-old female for head injuries, a 70 year-old female with chest bruising thought to be from a seatbelt and a 70-year-old male with head and facial injuries.
A 40-year-old man did not need treatment while the driver of the second car, a Toyota Landcruiser, and a pet dog were also not injured.
Leading Senior Constable Dave Morton of the Ballarat Highway Patrol said a car travelling on Bradshaw Street failed to observe other cars and a give way sign at the intersection, hitting the other vehicle travelling on Barkly Street.
The car came to a stop after hitting the fence of a nearby home. Tow truck crews cleared broken glass from the intersection.
Local residents looked on as Ambulance Victoria, CFA attended to the passengers, while Victoria Police officers took statements from the drivers and redirected traffic.
Leading Senior Constable Morton reminded drivers to be attentive and observe speed limits and road signs.
