Why can't we celebrate graffiti as an art form?

IT has come to my attention that the council has decided to make legal walls that youth or young adults can graffiti on without getting fined.

I do think this is an amazing idea but what happens when the walls are full? They will just fall back into old habits and start graffiting on other stuff again.

I'm 16 years young and many of my friends graffiti. Graffiti is a form of art work that not many people possess the gift of being able to turn a spray can into a paint brush.

I do understand that "tagging" someone's car or a shopping centre should have consequences, but what I don't understand is why people can't graffiti alley ways. Why can't the local shopping centre hold an event where they celebrate teenagers' artwork? I'm just looking for answers or suggestions from other readers.
