Police said a 28-year-old Maidstone man was charged with two counts of culpable driving and other criminal offences in relation to the crash in St Albans on October 15.

He was remanded in custody and will face the Melbourne Magistrate's Court on Tuesday.

A man and a woman were killed in the crash on St Albans Road when their Toyota Camry and a Toyota Tarago van collided.

Police said at the time that the van, being driven by the Maidstone man, was believed to have clipped roadworks equipment beneath the Western Ring Road overpass shortly before the crash.

The Maidstone man suffered critical head injuries in the crash.

Detective Sergeant Mark Amos said hours after the crash that the van was believed to have been travelling north when it collided head-on with the south-bound Camry.

The wreckage of the Camry ended up on the nature strip while the Tarago landed on its side on the road.

The male driver of the Camry died at the scene, while his female passenger was taken to the Royal Melbourne Hospital where she died of her injuries a short time later.

The crash occurred beneath the Western Ring Road overpass on a section of St Albans Road where the speed limit has been reduced to 40km/h while roadworks are taking place.
