"Quite a few had not made our under-16s (development team) but they've gone away and done the hard work," Partington said.
"Getting the list from 140 candidates down to 46 players has been a difficult task for all our staff.
"It's a credit to the boys who did all the hard work and it's tough for the boys who unfortunately missed out but who will no doubt have learnt a lot from the Rebels program this pre-season and can take that back to their local clubs."
Partington reiterated the Rebels list was always fluid - players could be added and deleted anytime, depending on performance - and players must always strive to take the next step in their fitness, skills commitment and attitude.
One to watch early this season will be the 200-centimetre tall Ignatius Stewart from Ararat, a raw talent who is transitioning from basketball.
The Rebels will enter camp this weekend at Pax Hill Scout Camp with a trip to Melbourne on Saturday for AFL Victoria fitness screening and education programs.
