A spokesman for Comcare, the federal body responsible for workplace safety, said while investigations were under way, the soil hadn’t been tested for asbestos contamination.
Comcare national media manager Russ Street said the soil would “definitely” be tested, but was reluctant to say more.

The illegal dumping is separate to other incidents in Ballarat and involves more than 80 truckloads of asbestos-contaminated soil allegedly dumped at the site by Telstra contractors.
In other incidents across Ballarat, asbestos removed from pits and ducts in preparation for the laying of NBN cables has been dumped in open skips – in one instance metres from a primary school.
Worksafe Victoria said it too was investigating the soil at Black Hill, while the Environment Protection Authority said it was aware of the soil but investigating it further would be out of its jurisdiction.
