All attractions are currently open, including the popular Lumberjack Show starting now on the main oval.
"There is a pretty good crowd and more are still coming," said show safety officer Rob Glass.
However things may change this afternoon.
"The jumping castles, rides and game stalls may have to close if it rains," Mr Glass said.
However there will still be weather-friendly attractions open if conditions change for the worst.
Luke Wilson and his family came prepared this year, carrying two umbrellas and clothed in multiple warm layers.
"It's what you need to survive Ballarat anyway," said Wilson.
"I've lived here long enough to be prepared."
