Yarra City Council met on Tuesday night for a three-hour crisis meeting after up to 20,000 revellers descended on the Fitzroy North gardens, leaving a $21,300 clean up bill.

A police officer and a Noble Park man were assaulted and twenty people were treated for cuts, abrasions and alcohol-related injuries.

Ambulance Victoria bosses criticised the safety of the unauthorised dance parties at the gardens. Police were called back to the gardens on Monday after two heavy metal bands performances drew a crowd of about 200 people.

The City of Yarra wants to break the park's reputation as an "alcohol party" venue and ensure there is no repeat of the events of New Year's Eve.

A council report prepared for the crisis meeting recommended a ban on alcohol and entertainment on Australia Day. "Police indicated that 'pills' and 'GHB' were the drugs most likely being used in association with the several dance parties, with evidence of these substances found during the clean-up," the report says.

The crisis meeting heard there was too little time left for the council to run its own Australia Day entertainment event, likely to cost nearly $100,000.

Councillors voted 5-2 in favour of a motion by Councillor Amanda Stone seeking an Australia Day alcohol ban on the eastern side of the park adjacent to Alfred Crescent, with alcohol consumption allowed until 9pm on the western side.

Glass would be completely banned in light of the massive clean-up of broken bottles still underway from New Year's Eve.

A number of councillors accepted the council should have been better prepared for the events of New Year's Eve but inisted personal responsibility must also be taken.

Cr Roberto Colanzi voted against the motion in favour of a complete alcohol ban, citing the example of an 80-year-old widow who witnessed three people defecating in her yard early on New Year's Day.

Yarra City mayor Councillor Jackie Fristacky also argued for a complete booze ban.

She said the council was still cleaning up after the New Year's Eve party with bottle tops and broken glass still strewn on the grounds.

"The City of Yarra has to be decisive in how it is going to ensure there is no repeat of what has happened on New Year's Eve," Cr Fristacky said.

Residents addressing the crisis meeting put forward a range of views in favour of and against the ban, many criticising the council for a lack of bins, toilets and lighting during New Year's Eve.

David Trimboli called for the views of young people to be better considered and laid the blame for the mess squarely at the feet of council.

Mark Gregory argued the crowd was predominantly made up of harmless "hipsters" and any trouble had been blown out of proportion.

"Hipsters don't cause trouble. They throw Savoys at one another and twirl their moustaches."

But long-term resident Ian Mack said high impact events and crowds up to 20,000 were putting significant stress on the gardens.

The successful motion included a plan to set up a committee to better plan the next New Year's Eve to avoid the issues of last week's event.

Local Government minister Jeanette Powell said the Edinburgh Gardens gathering highlighted the need for event organisers to consult with councils when planning large scale events.

"In some cases events may need appropriate traffic management, crowd control, waste removal, toilet facilities and alcohol control," she said.

The total ban on amplified music and a ban on alcohol after 9pm remains in place for all parks in the City of Yarra.

Cr Fristacky said the city did not want the problems of Edinburgh Gardens to shift to another park in the municipality.
