Cassandra Pollock (10) and Gemma Gibbins (one) were the tail-enders that carried the team over the line.
Nicola Hancock was the best of the Vic bowlers, snaring 3-13, while Sophie Molineux top-scored with 21 in the middle order.
Victoria will play Western Australia at Napoleons tomorrow.
In other matches today, South Australia beat Western Australia, ACT defeated Queensland and the Auckland Schoolgirls triumphed over Tasmania.
The championships, which are being held in Ballarat for the third year in a row, run through until next Tuesday.
