The Buninyong golfer shot a superb 72 in difficult conditions at Creswick's Forest Resort this morning to take up the running ahead of tomorrow's final round at Midlands.
Today's score follows a 73 at Ballarat on Friday for a two-round total of 145.
Tatt leads the way from Victoria Golf Club's Luke Murnane, who shot 78 today, with Midlands' Corey Haase a further three strokes behind after carding a 76.
Mt Xavier's Tim Steele (79/154) is tied for third and Maryborough's Garry Sluce (75/155) rounds out the top five.
Overnight leader Luke Murray (Ballarat) has slipped out of contention after a disappointing 88, as has defending champion Craig Boucher (Midlands) after a score of 80 to add to his 79 from round one.
Meanwhile, Helen Pascoe looks a moral to win yet another women's title.
The Buninyong veteran shot 82 today for a two-round total of 163 to open up a big 16-shot advantage on second-placed Jill Morrison, who carded 98 on the difficult Creswick course.
