Fire services and paramedics were called to the scene when the crash took place on the busy road just after 10am this morning.
Police were also on the scene diverting traffic near Kinnersley Avenue.
Despite initial reports of smoke coming from the car, firefighters on the scene said no fire was detected.
Paramedics treated a woman in her 60s for head injuries on the scene before she was taken to Ballarat Base Hospital.
Ambulance Victoria also confirmed a second woman in her 40s was transported to Ballarat Base Hospital with chest, back and hip pain, as well as some bruising.
The front half of a driver's red Toyota was severely damaged, with debris scattered all over the road.
