Lamb, from Geelong's Barwon Valley Golf Club, carded a six-under-par round of 66 to finish one-shot ahead of Anthony Houston and Gold Pan winner Anthony Brown.
He recovered well from an opening round of 73 at the Midlands Golf Club Pro-Am on Saturday.
"I probably played better at Midlands but just didn't putt well, but had some good breaks and holed some putts today," Lamb said.
Lamb's round on Saturday set the first ever professional course record for Ballarat.
Meanwhile Brown won the Gold Pan Shield for the collective total across the Midlands Golf Club Pro-Am and Ballarat Golf Club Pro-Am.
Scores of 69 and 67 were enough to hold off fellow Victorian Wade Lowrie.
Elissa Orr set Ballarat's first professional women's record with a one-over-par round of 73.
