Carroll and South Australian team mate Sam von Einem won three of four matches to finish runners-up and in the process defeat the world number three and 19 players.
The pair began the tournament with a first round loss to Poland before rebounding to play out the remainder of the series undefeated.
The 2-3 defeat was followed by 3-0 victories over Russia-Ukraine and France respectively before a 3-1 victory over Russia gifted them the silver medal.
Earlier this month Carroll put in several promising promising performances at the Hungarian Para Open including a tight loss to Turkey's world number one player after holding several game points.
Carrol and von Einem also put in several strong doubles matches to clinch a tie against Japan, leaving Australia finishing in fourth place.
Carroll is a member of the WestVic Academy of Sport Table Tennis program and trains under the guidance of Alois Rosario, who also was present on the tour in his capacity as a Paralympic Preparation Program assistant coach.
