The 16-year-old girl had been walking home from school in Coburg when the stranger started following her earlier this month.
Police say the man asked her where she was going and then told her he was going to join her.
She tried to ignore him, but he then came up behind her on Murray Road, tried to grab her shoulders and threatened her before she managed to run away.
Detectives have been unable to find the man since the March 11 abduction attempt, which occurred near the intersection of Connolly Avenue about 3.30pm.
The man is described as being between the ages of 30 and 35 with tanned skin, droopy eyes, rotten teeth and unshaven with a moustache.
He was wearing a black singlet and black shorts at the time of the incident.
Police believe several witnesses may be able to help, including a woman in a dark-coloured car who briefly stopped to make sure the girl was OK.
Anyone who has information about the incident is asked to phone Crime Stoppers on 1800 333 000.
