Crown has applied to convert 1283 existing parking spaces, which currently must close between 5.30am and 9.30am to deter commuter parking, to 24-hour parking.

A report in support of the application said floorspace at the complex had increased by 82,748 square metres or 24 per cent since 2005.

Crown has 5023 parking spaces and said traffic generated from additional 24-hour spaces would be "accommodated within the surrounding road network".

"Crown's priority is the servicing of customer car parking needs ahead of that of general commuter parking," the report said.

A Melbourne City Council spokeswoman said it was undertaking an assessment of the Crown parking application made to the government.

She said the council had been concerned in the past about the use of the car parks by commuters exacerbating existing traffic congestion problems during peak times.

Planning Minister Matthew Guy said the issue had not come to him yet for a decision.

Crown declined to comment.

The application to expand car park hours comes as Crown is locked in negotiations with the state government over gambling taxes.

The state budget update said a poker machine levy would be introduced on April 1 2014 to the 2500 poker machines Crown is entitled to operate. The levy climbs to $22,715 per machine from 2014-15 onwards.

The levy has not yet been introduced.

Asked on Wednesday if Premier Denis Napthine or Treasurer Michael O'Brien had discussed new tax arrangements with Crown chairman James Packer, a government spokesman pointed to comments by Mr O'Brien on March 27: "I think there were a couple of quick chats with him very early on."
