Ballarat scraped home by five points with a goal in the dying stages of the play-off for fifth and sixth to avoid relegation.
This was their first win of the championships.
Geelong won the V/Line Cup title, defeating Peninsula Stingrays by one point.
Ballarat also capped off its division three campaign with a win.
Also winless in its two round-robin fixtures, Ballarat avoided finishing on the bottom of the competition with a convincing 20-point win over Bendigo.
Ballarat youth girls finished fourth in the Subway Shield after losing to Bendigo by 10 points in the play-off for third and fourth.
Geelong won the shield with a one-point victory over Gippsland.
Central Murray took out the schoolboys’ division two grand final and Sunraysia dominated division three.
