Investigators have spoken to a taxi driver who drove around lowered boom gates in Anderson Road about 9.50pm on March 7.
A 1.2 kilometre-long freight train, travelling at 90km/h, came within one to two metres of colliding with the taxi.
Police say the train drivers were so alarmed by the near miss that they immediately reported the incident to their control room.
The taxi driver had picked up a man at Melbourne Airport and was travelling to Sunshine West.
Police say the car initially stopped at the level crossing before driving around the lowered boom gates and doing a u-turn in Anderson Road.
Any drivers who witnessed the incident are being urged to come forward.
