The 17-year-old clocked 13.41sec in a big victory over Katie Moore (8.75m) and Kelly McDonnell (14.25m).
It was clearly the quickest of the three semi finals.
"I feel like the last 50 metres is the strongest part of my race," Dobbyn said.
"Most definitely I need to nail my start.
"It (final) will be tough but we'll see what happens."
Ballarat's other chance Kate Jones (13.25m) finished fifth in the first semi.
Jones, who broke and was stung 1m from her handicap, finished behind winner Kim Geelan (14m), who clocked 13.64sec.
Jones snuck through to the final as one of the fastest qualifiers.
The second semi was won by Ararat teenager Sarah Blizzard (12.5m) in 13.70sec.
The Stawell Women's Gift final will be run at 2.28pm.
