Community lawyers say the Victorian Systemic Review of Family Violence Deaths had the equivalent of two-and-a-half full-time staff when it was established in 2009, but has been slashed to just one part-time worker specific to family violence since yearly funding of $250,000 was axed in 2010.

The cuts to the Coroner's Court review program have raised serious concerns about its capacity to track family violence trends and advise on how best to prevent more domestic murders.

Federation of Community Legal Centres' policy advisor Chris Atmore has cast doubt over the Coroner's Court's capacity to conduct rigorous reviews of broader trends or systemic links between this year's tragic deaths of Luke Batty, Watsonia sisters Savannah and Indianna, and Sunshine murder victim Fiona Warzywoda, and build reforms accordingly.

"If you're going to look at systemic change, you have to look at social patterns, what the red flags are, things like drugs and alcohol, the role of mental illness," Dr Atmore said.

"Since they have lost the resourcing, I doubt they are in a position to produce a detailed annual report."

The only dometistic violence review, released in 2012, looked at 11 years of data, and found there had been 288 family-related homicides since 2000. The review examined why and how family violence deaths occur to stop similar killings in future. Dr Atmore said these reports and policy recommendations needed to be released more regularly.

"They just don't have the staff to do that every year," she said.

"With 27 deaths a year, we have to do whatever it takes and whatever it costs."

Fairfax Media has requested details about the 45 alleged offenders arrested for domestic violence homicides in 2012-13, and their victims. But police command's statistics department said it would take up to three weeks to process the request.

The Coroner's Court has since absorbed the program's funding in its existing budget, which had a $1.2 million deficit in 2011-12, its last reported financial year

Supporters say the domestic violence review costs about $250,000 a year, while the cost of every homicide is about $1 million.

"It's peanuts," Dr Atmore said.

"When you consider the cost of homicide to the community, this is a sound investment."

The Coroners Court said the review examines cases of family violence-related deaths to identify risk factors and patterns and determine areas for improvement in public health and safety, family violence or justice administration service systems.

Former State Coroner Jennifer Coate was a strong supporter of the review,

Judge Coate said in 2012 that the need for the Family Violence Death Review was "as pressing today as it was when it commenced", with about a third of homicides appearing to relate to family violence.

A spokesman for Attorney-General Robert Clark said the $250,000 yearly funding had been stopped by the former Brumby government in 2010, but had since "been integrated into the overall Coroner's Court budget".

He said there were no plans to increase the review's funding.

"It is adequately funded through the court budget," he said. "Its work is continuing and there was a report put out two years ago."
