The man is believed to be aged 18 and was on the run after he was involved in a high speed police chase on Thursday afternoon.
Police say the man was driving a vehicle with two juvenile passengers when it stopped near the gate of the Ballarat south sewage treatment plant, near Mt Pleasant.
The driver got out of the vehicle and fled on foot into bushland near Yarrowee Creek, while police arrested the two male passengers, aged 13 and 16.
The dog squad was initially called but was cancelled soon after.
Police from Highway Patrol, uniform branch and Criminal Investigation Unit have joined the search for the man on the run.
Police initiated the pursuit after noticing a car with no number plates.
It was also being driven at excessive speed and would not stop when directed.
