He is part of a four-strong men's team selected to compete in Ponferrada, Spain, on September 21-28.
Hamilton is from Ararat and an Ararat District Cycling Club member.
He is one of six national road team debutants in the Australian team of seven, which also features three women.
Hamilton, 18, secured a seat on the plane to Spain with big performances in the national under-19 titles in Canberra earlier this month.
A Year 12 student, he claimed gold in the men's road race and silver in the time trial.
Hamilton has been enjoying an outstanding year in the saddle.
He began the road season with victories at the Australian Madison Championship in January and the under-19 men's road race at the Oceania
Championships in February.
The lead-up to the national titles saw him claim the time trial, road race and general classification standings at the Junior Mountain Climb Championships in Bright.
