A person was trapped for 40 minutes and taken to Ballarat Health Services Base Hospital with minor injuries after being involved in the collision on Thursday morning.
The accident occurred at the intersection of Eureka Street and Navigators Road just after 9am.
Another occupant of a vehicle was transported to the Base Hospital with minor injuries.
Five police units attended the scene and blocked Eureka Street, between Warrenheip Road and Leonard Lane, between 9am and 11.30am.
The air ambulance was on standby, however was not required.
Three CFA units, including the rescue team, and four ambulances, attended the scene.
