Pakenham tactical anti-crime team police executed search warrants in two factories located in Bormer Drive, Pakenham and Intrepid Street, Berwick.
A woman was arrested at the Berwick property and is expected to be interviewed by investigators later in the morning.
“Plants seized on this scale have the potential to make a real difference to supply throughout the southern suburbs," Sergeant Richard Dawson said.
“This operation will be on-going in order to reduce the threat of illicit drugs in the community,” he said.
