He is expected to be charged on summons for speeding, dangerous speeding and other offences after being caught on the Wallace stretch of the highway at 10.40pm.
The same officer had earlier stopped an 18-year-old going 127km/h on the narrow and pot-holed 80km/h-Ballarat-Colac Rd in his mother's Holden Commodore.
The car was impounded, and he will automatically lose his licence if found guilty by a magistrate.
Both men were charged for the towing, with the 22-year-old copping $1139 in costs before the case even sees a magistrate.
