RLX Investment Company Pty Ltd and Regional Infrastructure Pty Ltd (RIPL)submitted the application to relocate the Ballarat saleyard to Miners Rest on Friday.
The application comes six years after the City of Ballarat selected RIPL as the preferred tender to move the Latrobe Street, Delacombe, saleyard to another site.
Councillor John Philips said the application had been a long time coming.
"We have been waiting a very, very long time for that to happen," Cr Philips said.
"Now we have to go through a process of assessing that application in line of any normal application."
The application will be put before council in the coming months.
An opportunity for public comment is expected to occur before the end of the year. Cr Philips said it was RIPL's responsibility to liaise with residents about concerns of potential noise, smell and traffic volumes at the proposed site.
"We are aiming to ensure that (RIPL) do address all of those issues," he said.
"Council has to make sure that (RIPL) treats people in the best possible manner."
The proposed planning application will need to be approved by council before works can begin.
Cr Philips said there were no guarantees the project would go ahead.
In June, council considered a proposal for RIPL to submit its rezoning and planning applications for assessment at the same time.
RIPL had until September 1 to submit the application.
RIPL did not return The Courier's calls before deadline.
