Hurdy Gurdy Man won the Hamilton and Murtoa Cups, and also had top three placings in the Ballarat and Werribee Cups.
Hurdy Gurdy Man received the judges' nod ahead of other country cups winners Diamonds at Noon and Me Hungi.
To be eligible for the Victorian country racehorse of the year, a horse must have raced at least three times on a Victorian country racetrack and only its performances on Victorian country racetracks are judged.
Kyneton and Hanging Rock Race Club is the country club of the year.
Two more awards await the Ballarat stable of Darren Weir to wrap up the 2013-14 season.
His outstanding jumper Gotta Take Care will be formally crowned the Australian Jumping Racing Association horse of the year the Mosstrooper Fellowship Awards dinner on Sunday, September 20.
He took out the JJ Houlahan Championship.
His regular rider John Allen, who is also attached to the Weir stable, has also taken other jockeys' award.
Weir finished second to Patrick Payne in the trainers' category.
