The ruckman is one of seven players cut by the Tigers on Tuesday.
Stephenson, 32, played 15 AFL games over three seasons - Geelong in 2012 and Richmond in 2013 and 2014.
Geelong drafted him in 2011 on the back of a distinguished VFL career featuring three premierships with the Roosters, who recruited him from Redan in the BFL.
He was the oldest first-time recruit in draft history.
The Cats delisted him after just one season, with Richmond then selecting him as a round three choice in the 2012 rookie draft.
Stephenson, who has continued to live in Ballarat, played eight games with Geelong, six with Richmond last year and one this season.
Richmond also delisted Aaron Edwards, who was a North Ballarat Roosters premiership player while with North Melbourne.
