Pauline Barry said the hole in the Rubicon Street footpath was filled with water, which had spilled out across the walkway.
“I took my granddaughter for a walk recently and she slipped and almost went into the water,” she said. “Kids, and even adults, could very easily slip under them (wooden slats covering the hole).”
Wilted orange mesh acting as a safety cordon provides little protection, she said.
“A lot of people run along that way and there are lot of soccer games over there,” she said.
Ms Barry contacted the City of Ballarat more than a week ago, but has not had a response.
City of Ballarat major projects manager Mark Powell said the hole was caused by a leak in a water pipe connected to the nearby Morshead Park.
“The leak has been caused by a defect in contracted works, and council has directed the contractor undertake the necessary repairs,” he said.
He said works were undertaken on Tuesday to secure the site.
