It comes as senior police revealed they discussed safety at the Royal Melbourne Show and spring racing carnival and warned AFL fans to expect a longer wait to enter grounds due to increased security.

Multicultural Affairs Minister Matthew Guy said on Friday that the state government had spoken to the Islamic Council of Victoria to ensure all "radical elements" were reported to police.

He said the council worked very closely with police, and Victoria's attitude to multiculturalism was different to New South Wales.

"We have been very, very proactive at engaging communities at the earlier level," he told 3AW.

Members of the Victoria Police Multi-Faith Council placed ads in newspapers on Saturday calling for social cohesion following the increased terror alert.

"During this difficult time, we need to be culturally sensitive, respectful and understanding. While recognising differences we also need to embrace and celebrate our similarities," the group, which includes the Islamic Council of Victoria, said.

The Council asked the community to report suspicious activity as well as acts of religious or racial vilification.

Ethnic Communities Council of Victoria chairman Eddie Micallef said he was concerned the raids could play into the hands of racists.

"It tends to give them what they think is a legitimacy to be racist ... It encourages them in a destructive way," he said. "This cuts across the great cohesive, multicultural society that we have in Victoria."

He said the council was working with established migrant groups to ensure they were sympathetic towards new migrant groups.

Victoria Police Deputy Commissioner Tim Cartwright said there was no indication of imminent raids or arrests in Victoria, despite the operations in NSW and Queensland, and links between some of those arrested and Melbourne.

"We never dismiss that, but we're talking to ASIO and the other agencies and we have no evidence of that," he said.

Mr Cartwright said he had discussed future operations at the Asian Cup and cricket's World Cup with Chief Commissioner Ken Lay and senior sporting, tourism and event planning figures. Large shopping centre operators had also been involved in the discussions.

He said the terror threat had not changed, despite Islamic State supporters living in Victoria, including some who have raised funds for the jihadist group or returned from fighting in Iraq or Syria.

In an opinion piece in The Saturday Age, Mr Lay urged people to keep the Sydney and Brisbane raids in perspective, saying "they are directed at people who would do our community harm. And this behaviour has nothing to do with faith."

AFL boss Gillon McLachlan said the police presence would increase and security measures would be tightened on Saturday when Hawthorn plays Port Adelaide at the MCG.

"You'll see an increased presence, you'd probably notice that the cars are being stopped a bit further back and the bag checks are up, but we're just being prudent," he said.

But football fans should not be scared, he said. "I certainly feel very comfortable going in this (Saturday) night."

Shadow attorney-general Martin Pakula also said it was important to keep things in perspective.

"It is important that we don't seek to blacken the name of all of these people, the vast, vast majority are law-abiding citizens."
