Resident Heather Dean said buses were leaving people on the side of the road as they were unable to stop.
"It's not fair on people who have to miss the bus, especially when they come every half an hour," she said.
Ms Dean described the traffic as "unbelievable when the footy was on".
"I have to come and tell people not to park across my driveway all the time," she said.
City of Ballarat ticket inspectors used to patrol the roads surrounding the ground in previous years, according to Ms Dean, but she hasn't seen them in a while.
Ballarat police Sergeant Michael Watt said while police weren't assigned to move parked cars on, highway patrol were monitoring the traffic situation on Peel Street and neighbouring roads throughout the day.
A security guard at Eastern Oval, who didn't want to be named, said he noticed people parking illegally at the Peel Street bus stop near Scott Parade.
He said police issued traffic infringement notices on cars at the bus stop, but were unable to move cars on.
Last week The Courier reported small businesses near Scott Parade were being impacted by the lack of available car park spaces during football finals.
