Well folks, just when it seems winter is in the rear view mirror, mother nature dishes one (hopefully) last sub-zero night to Ballarat.

Creeping from minus 0.1 degrees, the city will be in for a ripper day with the temperature expected to reach 20 degrees with not a cloud in sight.

Light winds becoming northerly 15 to 20 km/h in the morning then becoming light in the early afternoon.

A million-dollar redevelopment of the Black Hill lookout will form part of a City of Ballarat master plan to transform the iconic reserve.

Plans to create a new viewing structure, redevelop the upper car park and provide new public facilities will go before the council on Wednesday.
