Organised criminals and drug dealers were stripped of $10.4 million in assets over the past financial year, according to a report tabled in Parliament on Tuesday.

It was the lowest amount seized under the asset confiscation scheme since 2007-08, and has almost halved since 2010-11 during the government's first year in office, when net proceeds came to $20.3 million.

Victoria Police and other authorities confiscate proceeds of crime in part to disrupt criminal enterprises and "ensure that crime does not pay".

"The scheme also minimises funds available for investment in future criminal activity," the report says.

Funds raised through asset confiscation go into consolidated revenue and the victims of crime compensation scheme.

The release of the report comes after the state government announced proposed sweeping new laws this year that would increase police powers to seize assets.

Attorney-General Robert Clark said the report demonstrated the importance of the Coalition government's reforms.

"New confiscation laws have recently commenced under which those convicted of trafficking in large commercial quantities of drugs will forfeit almost everything they own, regardless of whether or not it was lawfully acquired," he said.

Another bill before the Parliament would create an "unexplained wealth scheme", under which people reasonably suspected of criminal activity would have to prove their assets were obtained by legitimate means. The changes remove the onus under the current laws for authorities to prove a connection between a criminal's assets and their illegal activities.

"The onus will then be on the person concerned to have property released from the restraint by showing that it has lawful origins," Mr Clark said.

"Where they cannot do so, the assets will be forfeited."

Mr Clark said the newly released annual report did not factor in $3.28 million held by Victoria Police at the end of the 2013-14 financial year.
