The man, aged in his 60s, was flown to The Alfred hospital with serious head, leg and chest injuries.
Rural Ambulance Service spokesman John Mullen said paramedics were called to The Esplanade in Portarlington about 8.45am on Wednesday.
CPR was already being performed on the cyclist when ambulance officers arrived, he said.
