Emergency crews were called to a crash at 8.10am at the intersection of Gillies Street South and Cardwell Street between a CFA vehicle and a Daewoo station wagon, both travelling north.
A short time later at the scene, a small Ballarat Gold Bus and a Mazda 3 hatchback collided, both also travelling north.
It is not believed emergency crews were on scene at the time of the second crash.
An ambulance was called to treat the driver of the CFA vehicle for shock, but there were no other injuries.
Traffic was stopped near the site on Gillies Street for 30 minutes.
