A police officer who arrested Anderson in 2012 told the Coroners Court on Wednesday she was trying to have details of the arrest warrants uploaded onto the Law Enforcement Assistance Program earlier this year.

But, Senior Constable Kate Anderson said, the delays in the uploading of the information meant four of her colleagues did not know Mr Anderson was a wanted man when they visited him at his home just 16 days before he killed Luke.

Luke was killed by his father on February 12 when attacked with a cricket bat and a knife at cricket training in Tyabb. Mr Anderson, 54, was shot by police and died in hospital.

There were at least three warrants out for Mr Anderson's arrest when he killed Luke. There were also two intervention orders, one banning him from spending time with his son other than at junior cricket and football matches at weekends. The other was taken out by his flatmate.

The inquest heard on Wednesday that four officers from Chelsea police went to  Mr Anderson's Chelsea Heights home on January 27 to give him the intervention order taken out by his flatmate.

Four officers were sent because of police concerns about Mr Anderson's aggressive behaviour, the court heard.

About that time, Senior Constable Anderson was based at Hastings, where she was trying to have the arrest warrants put onto the LEAP system and where police considered Mr Anderson a man who needed to be arrested because of his past violent behaviour towards Luke's mother, Rosie Batty.

Senior Constable Anderson said "I agree" when asked by Ms Batty's counsel, Rachel Doyle, SC, if the officer's colleagues in Chelsea missed an ideal chance to arrest Mr Anderson.

State Coroner Ian Gray on Wednesday asked for a chronology of when police began trying to upload information about Mr Anderson onto the LEAP system, what steps were involved to get the information distributed to officers and why the process took so long.

Victoria Police has previously acknowledged problems with its database. The court heard the problems had been rectified.

The inquest has previously heard Mr Anderson told Ms Batty his address on February 5 and that she immediately passed on that information to a detective.

The court heard Senior Constable Anderson and a colleague arrested Mr Anderson in the first half of 2012 and charged him with assaulting Ms Batty.

She said that once in custody Mr Anderson appeared paranoid, erratic, aggressive, behaved abnormally and was "very difficult to deal with".

The police officer said that the following year she considered Mr Anderson a "high priority" for arrest because of his subsequent behaviour and that she conveyed her concerns for Luke's safety to the Department of Human Services.

Senior Constable Anderson said that in August 2013, when an intervention order was about to be varied to allow Mr Anderson access to Luke at junior cricket and football matches at weekends, she asked Ms Batty if she was comfortable about the man seeing Luke.

Ms Batty replied that it was Mr Anderson's right to see his son and that she did not fear he would harm the boy, the court heard.

Earlier, Ms Batty told the inquest that taking a stand against the violence Mr Anderson displayed before killing Luke ultimately counted for little.

She told the court she felt she was "not strong enough" to report Mr Anderson when he assaulted her in 2012, and that it was police who arrested him and took out an intervention order.

But a further assault, when Mr Anderson threatened to chop off her foot and kill her, proved a "line in the sand" moment, which prompted her to seek intervention orders against her former partner.

When a DHS lawyer acknowledged Ms Batty was prepared to make Mr Anderson accountable, Ms Batty replied: "Look where it got me."

"When you make a stand ... you are alone and you don't know what you are facing," she said.

"There is an underlying fear and terror because you don't know what is going to happen next."

Judge Gray is examining whether there were any failures in the way police and the DHS handled the case. The court heard DHS child protection workers closed their file on Luke in October 2013. It was also told Ms Batty received $1300 from the Victims of Crime Assistance Tribunal after one of Mr Anderson's assaults, but another $1300 payment intended for Luke was not paid because he died before the payment was due. The inquest resumes on Thursday.
