Mt Warrenheip Fire Brigade Captain Peter Gold said they were called out to the scene at 1.04pm, when they found the car completely on fire.
He said the shop attendant and passengers had evacuated themselves and no one was harmed.
"I haven't seen a limousine on fire before, but you treat it no different to a car fire," Captain Gold said.
The five passengers in the limousine were headed to the Dunkeld Cup from Melbourne, for a friends 40th birthday celebrations.
Mt Warrenheip and Ballarat City Fire attended the blaze which completely gutted the vehicle and took around 15 minutes to extinguish.
Police were called in to control traffic, blocking the Western Highway inbound to Ballarat while fire crews worked on the blaze.
Captain Gold said a bowser at the petrol station was also damaged from the radiant heat of the fire.
