The Chief Magistrate Peter Lauritsen, who had been urged to adjourn a decision whether to bail Ronald Sinclair until after Saturday, will now rule on the application on Monday.

Melbourne Magistrates Court heard on Thursday that Mr Sinclair, 69, of Frankston South, had been found in possession of gun powder, wiring and ammunition earlier this month.

First Constable Catherine Mussared said in evidence that Mr Sinclair divulged information to  a mental health clinician treating him that he wanted to harm others and "bring attention to his case".

First Constable Mussared said this was reported to police and a statement taken from the clinician but "no specific information was provided".

She told an opposed bail application by Mr Sinclair that as a result of the statement a medical records search warrant was executed which obtained notes taken by the clinician.

She read excerpts of the notes in court, which began last December with Mr Sinclair stating he thought of "harming others" by filling a car with explosives and driving it into a VicRoads building.

He said he did not want to do this, she said, and that he did not think it would be a good idea, but had added: "You've got to break a few eggs to make an omelette."

First Constable Mussared read a note from June in which he said he had written to VCAT and maverick MP  Geoff Shaw which had included threats to harm others with plans to "enact on this one to two weeks prior to the state election if nothing changes before then".

A note in July said that he planned to "create an explosion" one of two weeks before the election and had notified the premier Denis Napthine of his intention.

Notes taken through July, September and October referred to him planning to drive a 4WD vehicle into the VCAT building in King Street, Melbourne.

First Constable Mussared said a doctor noted at one stage that the risk Mr Sinclair posed was "serious but not imminent" and that the defendant felt aggrieved with politicians, police and legal proceedings over a 4WD he had imported.

Mr Sinclair is charged with making a threat to kill, an alternative charge of making a threat to inflict serious injury and possessing ammunition.

He has not been charged with any offence relating to an alleged explosive substance.

Prosecutor Tim Bourbon told Mr Lauritsen that police opposed bail for Mr Sinclair on the grounds that included being an unacceptable risk of committing offences and being a danger to the welfare and safety of the community.

Defence barrister Christopher Pearson said his client did not have a psychotic personality, but had "difficulties" that involved a narcissistic and obsessive personality.

Mr Pearson told the court his client's "fatuous threats" had resulted in "precisely nothing".

Mr Sinclair felt "entirely chastened" and had said that some of the items police seized from his home were components for a remote-operating gate on a rural property and that the gun powder was "diluted and compromised".

That material, he said, had been earlier returned to him by police and was not capable of being fashioned into an explosive.

Mr Bourbon submitted that the "period of risk is right now ... two days before the election which is the focus of his (Mr Sinclair's) attention" and that the threats were not made in isolation but systematically over about 10 months.

In adjourning his decision, Mr Lauritsen advised Mr Pearson that the accused should not hold out any hope of ultimately being bailed as "this is quite a hurdle your client faces" having to show cause why his continued custody was not justified.
