However, there is no figure on the job losses, which are in both training and administration, as the organisation tries to relocate both staff and students to two other similar Ballarat providers.
BRACE chief executive officer Sue Cattermole said on Friday changes would be made to the organisation's service delivery in 2015 to respond to vocational training market changes.
"We have had to make some tough decisions about where we are heading in the future as a community-based adult education and training provider," Ms Cattermole said.
"We're still working with staff now and into the future but the number (of job losses) is still up in the air.
"However, there will also be a small number redeployed within the organisation."
Ms Cattermole said demand for BRACE courses had dropped, along with funding.
"It's demand driven and we just don't have the students we've had previously so next year we will be focusing on strong industry partnerships that offer much great opportunity for employment at the end.
"An example of industry partnership .....is our unique training partnership with Ballarat Health Services.
"We have partnered with BHS since 2004 to provide quality vocational training and assessment for aged care workers. This model has proven very effective and the relationship with BHS has continued to grow over the past 10 years, providing significant employment opportunities for local students."
BRACE will also continue to offer a range of pre-accredited options and foundation skills for learners who need extra support or people taking their first step back into education.
Ms Cattermole said they would work closely with existing students to ensure minimal impact on them, with sufficient staffing remaining to support them over the next 12 months.
BRACE will operate as usual for the rest of this year, with the changes implemented next year.
"We will still be continuing to deliver a number of courses in 2015 and beyond. Our organisation has long served the Ballarat community and will continue to do so in the future by delivering courses that response to community needs and the market demand."
