Dawn Baker was driving on Mornington-Tyabb Road with her husband Ken and son Jimmy on Saturday night when the vehicle she was following and a plane came within inches of disaster.
The airport disputes the incident, but Mrs Baker said the car in front swerved to miss the aircraft as it approached the Tyabb Airport runway about 7pm.
"This plane came in and honestly it was so close," she told radio station 3AW on Tuesday.
"I think if the car in front hadn't taken evasive action I'm sure it would have been a little bit more disastrous."
Mrs Baker said her son was also forced to slam on the brakes as the plane passed about an inch above the car roof.
"It was very close," she said.
Peter Bernardi, president of the Peninsula Aero Club, said he had checked surveillance footage from Saturday evening and there was no evidence of a near-miss.
He said the club took complaints very seriously, but no one had reported the incident.
Mrs Baker said she had referred the incident to the Civil Aviation Safety Authority.
